I am assuming that when you say "download" you mean the Chrono Trigger ROM for a SNES emulator. In general, Chrono Cross and other Square-Enix games are IDSA protected which means you can't download the ROM at all. I've had extensive exposure to the Emulation world considering some of my SNES cartridges are getting older and have found that the following site has non-IDSA protected games including Chrono Trigger.
You can use this site if you want the Chrono Trigger ROM assuming you already have the SNES emulator. Remember though, if you don't own the real deal (in cartridge form) you legally aren't allowed to download it. Just be careful.
