go to the little city below the lake rage and go into the store than talk to the one caped guy.get through the fight and stairs will open up. go down there and pass through the statues and fight team rocket grunts. and there is team rocket.

After you beat the re gyrados you must head down to the city and then go into the mart, then you talk to lance which is the guy in the cape and he will let you in then you will battle many grunts and executives and there he will give whirpool that will help you get Lugia
