They become available for use in Quarantine.Due to the twilight braclet Kite`s character data cannot be changed or overwritten.

you have to use data drain over 1000 times.thats what i did.and dont worry about counting them when you do it 1000 times you will get an email that says congrats you have bla bla bla and there you go.
