the fourth gym is in vermillion city when you go to cerulean go to bills house do the telepotty thing and return to the policeman you can now pass through but you will have to fight rocket then go south until you reach a building go through this to get there then you will have to go on the ss anne to get cut then after that cut down a small bush west ss anne to enter the gym use rock or ground
