You beat her in her gym and go to the dragon's den. Go to the left way and find a whirlpool to cross. You should find a house, a dragon fang is past it, go in the house and talk to the middle guy and answer his quiz. If you pick the wrong answer his present is regular, answer him right and get a Dratini that knows extremespeed. Clair should come and give you the badge and when you leave she gives you a tm.
