There is two ways, you could shoot the middle of his tires 4 times each to make them fall off so he wont be able to get away, or you could follow him and hold the R1 button with him on your left so you have a clear shot.

that guy takes off in the car if you follow him long enough he'll stop and get out be careful he might kill you just keep low and have good aim
