Where in Pokemon Saphire and Ruby do I get fly and surf

This is Pokemon Stadium 2 but Surf is in Wally's house after beat Norman. You get Fly from your rival in Route 119.

To get surf you need to beat the first 5 gym leaders , the 5th ,your dad and if you remember where wally lives just next door to the petalburg gym, you can talk to his parents and they will give you SURF!!!! To get fly search on route 119!!!!
