Then go to the Whirl Islands and go to the cave to the top right. When you get into the cave there should be a ledge to your right. Jump off the ledge and there should be two more ledges. Jump off the one that is towards the top(North). Go down the ladder and go down toward the other ladder. SURF down until you meet a waterfall and go down the waterfall. At the bottom there should be a small body of land that has another cave. Go inside the cave and there should be a body of water. SURF up North and there should be Lugia. note:Lugia is level 50 in Gold Version or is it 60...It's strong I worked hard on this so this better work! Oh yeah, it's 70...
