I am at blackstone city and there is a guy in front of the 8th gym and he wont move and i want to know how i can make him move so that i can fight the next gym leader and get my 8th badge

You have to go to Golden Rod city and beat team Rocket. They are in the Radio Tower.Then go back to Blackstone City.He should be gone
