First go to Club 64 at the port and talk to the writer. HE'll say that the problem, after that he'll give you the lyrics and ask you to bring ti to a composer somewhere in Mushroom Kingdom. You will find that composer at Dry Dry Outpost... He is in the pink house near the Red Palm Tree... Give hime the lyrics and he'll give you a melody... Go back to the Club and give it to the COmposer... the singer will sing the whole creation in reward of your efforts... You'll also have a reward for the whole gig which is the Badge you are talking about... good luck!
