#1 cerebi is in the shrine in Ilex forest you must trade an ivysaur from pokemon red blue or yellow that knows cut use cut on the shrine with luigia at the head of your team defeat pokemon league come back use cut onthe shrine again withe luigia at the head of your team cerebi will float out you battle and catch him.
#2 fly to cinnabar surf near the shore for five ours then it will say on the screen welcome to Kanto home of every pokemon go to professer oaks lab talk to him and he will have every pokemon.

u have to beat all the gyms in joto and kanto and then beat the eleet 4 and then talk to prof. oak and then he gives u a GS ball go to the forest west of goldenrod and place the ball in the shrine and then go into the grass and a celebi will appear (note: this only workes on the japaneis versions)
