after you release the three dogs in the tower they randomly move in grass.They usually run away when you get close to the grass their in.Sometimes they wont leave but usually will.Oh and if you check your pokedex it'll show you curently where they are in grass areas.Their always in grass.It would be best if you used a Masterball.And when you do get 1 use the cloning cheat and clone it at least 3 times so you can capture all three dogs and 1 left for someone else.

If you have Rock Smash, go to the place in Ecruteck City called Burnt Tower. Go left and up to a breakable rock and use Rock Smash on it go right to a trainer and he will battle you. Defeat him and fall into a sqaure hole.There will be Three Pokemon if you go up to them it releases them. They are Suicune, Raikou, and Entei. Entei can be anywhere in Johto (not in Kanto) and the most common place he is at is the route left of Eckruteck.

first of all... free the THREE LEGENDARY DOGS (applause please) in the burned tower in ecruteak. and then, not only to find entei, but also suicune and raikou... SEARCH FOR THE GRASS!!!

RAIKOU---go to olivine and exit north enter the narrow strip of grass---if u dont encounter raikou keep waliking back to olivine then up to it over and over until you do(this is where raikou s turf is since he flees west

ENTEI---do the same trick for raikou but at goldenrod at the south exit with the grass below it(that is his turf)

SUICUNE---hes completely random(i found him at the same place as entei good luck)
