I dont think you can find Articuno in yellow, I think you might have to trade it from red or blue

u can get artacuno in yellow you surf to the island thats called seaform islands. To get ther u surf east of cinnabar or south west from fusha make sure u hav at least 20 ultra balls and a pokemon over lvl 50 that nows hypnoises. Befor u battle him save the game just in case u run away or kill him by accident. By the way hes at lvl 50 with peck and leer.
