Sorry but you had to get it in chapter one. You had to talk to tromell 4 or 5 times and then he would give it to you along with another garment grid.

Unfortunatly you had to pick up Paine's Full Throttle dressphere in Chapter 1 or 2. You would have had to talk to Tromell in Macalania Woods to recieve it but in Chapter 3 he's not there. Sorry.
