...After I've saved the dam and move on to the city (with the van), buildings, rooftops, roadblocks, and sewers, how do I complete this level? I have not been able to figure it out since I was a kid. I am now 27.....I have managed to rescue my friends, but we never go anywhere else on this level.I am missing something....

you have to go to the solitary building at the center of the map(almost all the other buildings have near another building, but this one is isolated).enter the building and go down in the sewer.if you are able not to fall in the water you'll arrive to a stairway that lead to another building not accessible by the van or on foot.enter the building and you'll find splinter and 2 boss.however I was trying to pass this level since 1992(in that year I was 10) and today finally I've made it!
