Yes- there is weather in TS2, like rain and cloudy days. I know there are three already neighborhoods in TS2, and you can make your own CUSTOM neighborhood, too.

There is no weather. Until you get an expanion pack. There are three custom neighborhoods (Pleasantview, Strangetown and Veronaville) plus you can create your own neighborhoods (as many as you want).
