you place it on the screen below the satelite after when you follow the truck and where the guys come out. u go behind all the crates and there will be a green screen i think, throw it right on the sreen.

when you come to the building with the satelite dish on top, just b4 you go thru the gate to the top of the dam (the one with the pad-lock on it) turn right, behind the pile of boxes, theres a small screen with a wire leading up to the sat. dish. put the modem on the screen. job done!
