I am answering this with the same answer that I used for the previous person who asked the same question.

I did a little research on this 'Mad Mode' and I have to conclude that it is a hoax. After quite a bit of searching, I was only able to find one person (on the ENTIRE searchable internet) that claimed this mad mode existed, and no one has ever been able to complete the mode, successfully.

Sorry, guys, I don't believe that it exists.

This game was released in several country formats, so I suppose it is possible that the mad mode is only contained in particular formats, but I can assure you that the American released version is not one of them.

That sux, I was so hoping it could work, and maybe it does.... maybe you just can't use a golden axe you received from a cheat code, maybe you need to really earn it then it might work, hey but who knows maybe you're right.....BUT on this website on the cheats and codes tips there is a guy who talks about it, and says he'll post more on it l8ta......but he only left his name, not his username, so I can't ask him about it! I actually considered the idea that using an axe gotten from a cheat code might not work. I loaded a town I haven't played for about a year; one that I got the axe by actually getting a perfect town for 14 days, and I tried to chop down the wishing well tree. I must've hit that thing 200 times and nothing happened.

I did see the website you're talking about, with the guy who said it's possible, and actually it's another section of THIS website. The guy's name is Josh Pequette and I haven't been able to find any other information on him, anywhere on the net.

You can hit the well 8, 10, 20, 25, 200, 1000 times and it still will not work. No one has proof that this mad mode actually exists. Only one person in the whole of the internet claims that this works and no one else has ever been able to recreate the scenario. I'm sorry, but this is just a rumor. There is no such thing as mad mode.
