It's not impossible but you need gameshark or any other hacking thing like codebreaker or action replay

the only way to get unlimited deck capacity is to get it up to 9999 and it cant go any higher so that would be unlimited.

Thats impossible.
It rises the fastest when you win by linkcable, then you get 20 points.
