First, go to the lake of rage and catch the Shiny (Red) Gyarados you cant miss him he is the big dragon swimming in the water in plain sight then go to the shop (not the pok'emart the place that sells tiny mushrooms) you will find lance and help him beat the Rockets downstairs and beat the 7 gym leaders.
