ive answered this once but ill do it again its on a rock near the pipe near the observatory

I found it. And it is NOT the one on the rock near the pipe. It is on the huge boat on a freight box. you go up on the freight lift, jump off onto the side of the boat, stay on that railing and walk to the other side. Jump from there onto the freight box and it's there. You'll see it. The one on the pipe is the Gabbo Doll. Nice try, but next time check it.
