BINIQDU seems to be in a foreign language, but my guess is that it referring to a UTF editor that is available in a foreign country's games/hackers server.
So find an English-based, Freelancer UTF editor. There are two versions of this type of editor at Lancer's Reactor.
Since the first one I downloaded required a Microsoft file, MFC42.dll, which I did not have, I would also recommend you download that version.
