Enter the castle and go up to the 2nd floor. Enter the door ALL THE WAY to the right (AS MARIO!!!) and hit the ? block and float up to a platform. Enter the door and go past Luigi's picture and out the double doors to the balcony. After you beat him, hit the ? block on the balcony and float up to the star.
(I have SM64 for DS; I don't know if it's the same or not, but that's all I got.
