mew-use some kinda ticket to go to a islind then run and catch it (or at least on emerald)

lugia- do da same thing as mew but theres a cave go in and when u get to the end there will be 2 paths 1 has lugia and 1 has ho-oh

you cant get mew and celebi with out a gameshark!!! you can get lugia on island 8 and hoho but not mew and celebi!!!

well duh! u cant get mew celebi or lugia. well i think u can get lugia but not in the wild. u can get mew2 moltres zapdos articuno entei raikou suicune.
