You go to Goldenrod City Communication Center which is upstairs from Pokemon Center. Talk to one of the nurses and she gives you GS Ball. Give it to Kurt to look at it for a day( What Takes so long!!) and then its offto Ilex Forest.Go to the Protector shrine thingy and insert GS Ball.Then a Lv30 Celebi or Serebii will attack you.
