i dont know if it works for crystal but these are the locations to silver wing gold version-pewter city silver version-from the director in goldenrod city lugia is in the whirl islands(the islands that are blocked by whirlpools in route 40 and 41) get lots of ultraballs just in case and don't forget to weaken it and put it to sleep or paralyzed!
