The cheats are user submitted. Generally when sites allow user submissions to go unchecked malicious users begin to take advantage of it, and this is what we see here.

Same reason a virus exsist, people just like to screw with you even though they can't see the results of there actions. there are no cheats in Halo. anything you see saying that there is, should be ignored, it's fake.
