you dnt hire personnel. u cn buy traders and fighters from wharfs and shipyards 2 work 4 u bt u dnt need 2 hire personnel

You never hire personnel per-say.
You must buy ships with Trade Mk1 (to buy supplies) or Trade Mk2 (to sell products).
