Yes, you get it in city escape when you're about to get off the board where the things that make you go faster are jump over them and you will land on a platform that has a picture of a olive jump in it. ( by the way it's in the first mission)

Yes, you can make one, and I have one. I didn't get it by jumping into a picture however o_O. That may be possible though *Will check afterwards*.
I breeded a Brown Dark/Run type, and a Sonic-looking Neutural/Run/Run (I believe that's how you'd say it... If im wrong, correct me, if you don't wanna do that, then just figure out how to get the Sonic Chao).
The egg is of course, normal looking, just wait until it comes out though, and Ah, so it isn't normal...
The strange thing about my Chao was, When I left the garden to get some Purple Drives, and when I came back, It had turned brown with Dark brown areas o_o. I was a little dissapointed, but I think I just petted it with Sonic too much. It has already evolved and I should've petted it with Shadow before it did.
Remember, there is only a 50% (Or less) chance this will actually work. If you fail, just keep the chao, or say "Good-Bye" in the Chao Transporter.
if beat the game and hade 99,9999 rings and had all emblem but they have black and you can breed a black and a shiny one to get a black shiny one

possibly, but there is no evidence that there is one. and if so, i wouldn't be suprised if there was one on the whole game myself. in my opinion, that would be really radical if there was one in the game. but still, even if there was one, there still might be a chance that there was one the odds are against that fact and the odds are 3:1, so there would be no possibility that there would be one like that!!!!!!
