Ok I'll give you an ex: Mario, Luigi Special: Fireball Wave When you're holding this item, it looks like a glowing orb of orange, or green. Throw it, and a row of fireballs appears, bouncing down the track in a line for about 100 yards. Any enemy hit by this wall of fire spins out of control. This attack can also be thrown backward for the same effect. The fireballs aren't homing, but they're devastating! Use this item when you're close to an enemy, or when one is closing in behind you. It works better in enclosed spaces than in outdoor arenas, where the enemy can dodge. Mario's Fireball Wave is orange; Luigi's is green. This difference shows up in the item indicator, and when the attack is used. MIX it with a special from a character whose attack range is a little more impressive-such as the Baby's Chomp attack, or the Toad's speedup-to get into position for the Fireball Wave. There does this freshen your brain?

I didn't need my brain freshened. The answer hasn't changed from my first answer. You cannot mix items. Special items, regular items, stolen items, ANY items. There is no mixing of items. Period.
You're taking what the guide book says too literally. They do not mean that you can actually mix two different special items together to make one single item. All they're saying is that you can pick two characters that have special attacks that could somehow work together (not mixed, but one after another) and end up with quite an arsenal to work with against the other players.
In this example, they bring up the Baby attack (the chomp chain that drags you very quickly around the track) and the speed burst because if you're far behind the other characters, you won't hit anything with the fire ball wave; you can use the chomp chain or the speed burst to catch up with the other players in order for the fire ball wave to be more effective. That's all they mean. There is no mixing of items.

The guidebook meant that the two special items are in the same team. No, you can't mix items but you could put them on the same team.

You know how the characters have a special. Well U get 2 people that have different specials on a team and that's what "mix" specials means. (You don't really mix the items though):):):):):):):):):):):):):):):):):):):):):):):):):):):):):):)
