Yeah, I agree with KID WITH ANSWER. It's all a lie. I go around, trying random cheats. I either lose my game to them, or it gets messed up. Even if Pikablu was real, it would probably mess up your game anyway.

Get Pikablu by using the Itemfinder in the water that you use to get to the Unknown Dungeon(Cerulean caves). You will find an item that inscribes that an unidentified Pokémon was found at Cinnabar Island. Surf up and down the coast where you would find Missingno in Blue version and you will eventully find Pikablu. He is pretty hard to catch so make sure have alot of ultra balls and strong Pokémon or just use your Masterball because its worth it.

There are no such things as Topia and Kioking but the closest thing to Kioking is Nidogod, a Pokégod. This is how to get him. Have a Slowbro, Nidoking and a Nidoqueen in your possession. Make sure they are all level 100. Beat the elite four with them twice. Then go back to Pallet town and talk to Professor Oak. He'll tell you about the Mist stone. Follow his instructions and you'll get it. Then use the Mist stone on the Slowbro and he'll fuse/merge with the other 2 and you get a Nidogod.
