When u enter that level there will be an area behind you . U go behind there and bottles will be there to teach u the new move witch requires using the green boots

well you have to find a mole hole so that thing can teach you how to use them or w.e then they should be just there in bubble gloop swap

I'm fairly certain you learn the move IN Bubble Gloop Swamp. When you first enter, go immediately left and past the Flibbit (frog). Past him, around the corner, is a mole hill. I think this is where you learn to use the boots.
