In Underground Uprising, I defuse the bomb, but then can't find Cigar Girl. Where is she?

once i get to the ballon...she gets away...eventhough i get to the rope----

after you defuse the bomb go to the door with the lock on it open the door and go up there will be another door then unlock that door,out side there will be a hot air balloon go to the rope cigar girl is in the hot air balloon then the mission will be complete
