As I have said in a simalar question, there is NO cheat code to get a naked person, but there have been false rumors saying "enter sexybeast and skate naked" and stuff like that, they are fake. There is no naked skater.

(YUCK!) try goin' into the cheats section here! Click on Tony Hawk Underground in PS2, and scroll down through the cheats. You should be able to find it. @:/
