You need to go to the casino area. There is an alley between two building. It across the the staircase to the train station. When you enter the alley, go to the end and turn to your left and the key is there. Go to the train across the street and get going.

After you beat Casinopolis, go to an alley in between 2 buildings to the left. Go in and left, and you'll find it.
