It is illegal to download games on your personal computer if you do not own the game.
Actually, it's just illegal to own them for more than 3 days, or something like that.
I can almost guarantee that you won't find a ROM for The Legend of Zelda: A Link to the Past in this day and age... and if you could, Nintendo would be looking for them, too, in order to shut them down for stealing from them.
