never mind I figured it our first you start a new game on superhero setting and then quit then go to specials and type in IMIARMAS (level select) then go to level warp and pick conculsion this will unlock the green goblin power. (before I was confused CHILLOUT doesnt give the glider power it just makes the glider never overheat.)

start a new game and type in the cheat romitas select the difficulty hero or superhero and press start each time a level comes on and goto skip level at the bottom of the pause menu and hallaluah you have the costum of the Green Goblin!
