Which Secret Star are we talking about here?
just a little FYI, there are 2 secret stars in THE SECRET UNDER THE MOAT.
Star A: Get 8 red coins. Star B: Put on a Mario Cap as Wario, and hit the ? block near the edge by the slide. Float over. ground-pound and step on the star. Hit another ? b,lock and float up. Hit another ? block (I sound redundant, don't I? ) and float to the star.
