At what point in the game can I enter the cheat codes?

I have tried to enter cheat codes from the menu, from within a race, from selecting a caracter etc. But it just doesn´t work. What is wrong? Help!

at the main menu HOLD L1 AND R1 while entering a cheat

First you must be at the screen that gives you race options VS. Adventure etc. hold L1 and R1 Then enter the code a sound will come on if you enter the code correctly.
