To evergrand city? You need to have all the badges. You have to surf there and then have waterfall to surf up the waterfall. The enter the cave and make your way there.

Before you catch something with it, get a adapter and trade a masterball with some thing else then don't save. disconnect the adapter and turn it off. when u turn it on you will still have an master ball and you trade the master ball u traded backso u have 2
