This is one of the hardest chocographs to find. The location is a reef that is barely distinguishable from the rest of the ocean so it's difficult to locate. Use this website http://www.ffonline.com/ff9/chocograph.htm to get the general location and then from there you just have to look very closely and click every couple of steps.
