I felt like throwing the game into the food disposal in the sink and grinding it to shards of plastic. But, with time, and luck, I found a solution.

1. First, you want to mess around by walking on the red bars.
2. Then, once you are one set of bars to the left or right of him, walk all the way to the brick on the bottom.
3. Walk to his bars, and walk straight up to him.
4. Press A, and you'll fight him.

Hint: You will want to have a monster that can paralyze/confuse him, otherwise it's near impossible to defeat him.
