In shining force 2 you go to Rhode he says he is busy how do you get Rhode's attention

You have to obtain the Achilles sword from the cave in Ribble, beneath the big tree. In order to reveal the cave, you have to place the Wooden Panel in it. The Wooden Panel can be found in another cave, either the one far to the east, or the one near Ribble( I can't remember which one exactly). After you have the Achilles sword, Rhode shouldn't ignore you anymore.
