I've completed the missions for Ceasar (The ones from your garage in San Fierro), I've stolen all the cars for the docks and that ship, and Wheel Arch Angels does NOT unlock!Whatever that place is, it's dead to me.

I thought i had this problem too. make sure that you take in the right kind of car, the only one ive found that i can modify is some station wagon, i dont remember which.....dont kill me
