Beat Giovanni in Rocket Gamecorner and get the Silph. scope, and go to the Ghost tower in Lavender town. Save Mr. Fuji, and he will give you the Poke Flute

Pokemon tower at the topp you can't get there unless you get the silph scope in rocket hide out
