To get Tajiri to spray the mist, get him in a grapple hold (preferably up+O or left+O) and press down+O to get him in the position. Hold it down for 5 seconds for him to spray it.
It doesn't do much, do it like 3 or 4 times in a row to get a guy's head from blue to yello, twice for yellow to orange, and 3 times for orange to red. 3
