When you beat Cattaleta at WooWoo University and then you find the beanstar and defeat Bower you will get blased at an island go to the two temples and you will learn them.

People tell me I need to go to the wohoo university to learn the lighning and firehand to beat the the turtle that is blocking the road but when I try to go to the university there and they dont le go to the university Please Tell ME
