Not unless you have something like an Action Replay, GameShark, or Codebreakers.

I played Emerald Coast with Sonic until I got like 80 lives. That level is easy, and may be the best next thing. You may also be able to earn many lives in the Casino level.

I always use the switch outside the Casino. Charge up a Light Speed Dash, step on the button and do the Light Speed Dash on the trail of rings leading up to the big yellow thing that opens the door to Casinopolis. Repeat this until you have 999 rings (111 times) then go to Emerald Coast. Get through, collecting as many rings and lives as you can. Do this until the life counter shows 99 and then do it a few more times and every time you die after that, the counter will show 99. After you do that, while you play as Super Sonic, the counter should do the same. It's a long process, but if I can do it, you can do it. Feel sorry you asked now, don't ya?
