This is a blitzball thing. I Won it in the tournament champiuonships, but it said that nobody is able to learn that ability, so I figured Wakka wasn't levelled up enough. What level does he have to be at for me to have that ability because I really want it? please help

I have all Wakka's slot reels and he is at level 21 in Blitzball and i just won them and it still says that no one on my team can learn it!

it's not level you must win more slots(these ------- things)by winning tournaments.
