Go back to Dali after the card tournament and you can get the key from the Mayor's house. You'll have to play a sort of mini-game that involves you sneaking around the room trying not to wake the Mayor's son. Here's how to do it:
1. Check the desk three times until the boy says "Zzzzzzzz." 2. Check the stove to get the key.
